Local Governments

What is a local government? Examples include counties, cities, towns, villages, and special districts that are considered political subdivisions of a state. In West Virginia, these local governments can use the West Virginia State Treasury’s services to help with everything from accepting online payments through WV Go-Pay to investing operating funds with the BTI to reporting and remitting special fees. 

The Board of Treasury Investments was created by the Legislature to manage the short-term funds of the State of West Virginia. State Agencies and Political Subdivisions can invest in the West Virginia Money Market Pool, the West Virginia Government Money Market Pool, or the West Virginia Short Term Bond Pool.

Collateralization of Public Deposits
The West Virginia State Treasurer’s Office is responsible for ensuring public funds deposited in financial institutions are properly collateralized and protected. The West Virginia Security for Public Deposits Act authorizes public deposits made by the state or any political subdivision of the state be held at an approved designated state depository and collateralized.

Court Fee Remittance
All circuit, magistrate and municipal courts in West Virginia are required to report and remit court fees to the State Treasurer’s Office. These fees support programs such as the Crime Victims’ Compensation Fund, the Law Enforcement Training Fund and the Regional Jail Authority.

Participant Accounting
The West Virginia State Treasurer’s Office provides state agencies and local governments the ability to invest funds with other pooled participants through the West Virginia Board of Treasury Investments.

Local Government Contracts
State Spending Units needing to process and settle credit and/or debit charge cards (VISA, MasterCard, Discover, & American Express) and gift cards at Point-of-Sale Terminals or over the Internet, are authorized, and in most cases required, to use contracts in place by the Treasurer's Office.

In 2021 new legislation was passed requiring all political subdivisions in WV to offer online payments by March 1st, 2023 - §12-3A-6. The West Virginia State Treasurer’s Office now offers a new online payment solution called WV Go-Pay. WV Go-Pay is a simple and affordable solution to meet new legislative requirements for online payments.
