Director of Purchasing

Salary: $65,000 – $80,000; salary commensurate with training and experience. Full-time employees of the West Virginia State Treasurer’s Office (WVSTO) are eligible for Public Employee Insurance Agency benefits plus other benefits available to state employees.

Nature of Work:

Under administrative direction, this position serves as Director for the procurement of routine goods and services in support of WVSTO operations. This position assists with maximizing efficiency of the office through the timely procurement of the highest quality goods and services, in accordance with purchasing rules, regulations, and procedures. The Director plans and oversees the completion of all assignments by developing goals, deadlines, and priorities of work. This position uses foresight and initiative in resolving conflicts, interpreting policy, and coordinating work with other Divisions. The Director ensures that all work is technically accurate and in compliance with instructions or established procedures.

Job Duties:
  • Reviews purchasing requests, monitors, and provides the best acquisition methods to subordinate purchasing staff; reviews entry of documents in wvOASIS to ensure proper account coding is applied as well as required documentation is included.
  • Participates in the formulation of, and assists in, the administration of office policies and develops goals and objectives of the Purchasing Division and Administration Division that cross purchasing/accounting functions in support of fluctuating state purchasing and payment processing regulations.
  • Confers with the Assistant Treasurer of Administration, the Chief Internal Auditor, General Counsel, and others to review achievements and discuss required changes in policies, procedures, market trends, and goals and objectives resulting from current status and conditions. Interaction with stakeholders in identifying business needs and communicating the benefits of early Purchasing involvement.
  • Assists as needed in the operations of the following sections in addition to the Purchasing function: Accounts Payable (pCard primary focus), Inventory, and Receiving. Works with finance team throughout the procurement cycle to assist with forecasting and budgeting.
  • Handles moderately complex technical requisitions. Prepare specifications, review specifications of purchasing assistant and others; review change orders, prepare change orders; review and create encumbrance types of purchase documents. Verify vendor compliance in doing business with and in the State. Review and evaluate bid responses; awarding, final negotiation, and/or recommendation of contract awards within prescribed limits.
  • Performs sourcing, liaising, and negotiating with new and existing suppliers to improve business. Examination and inspection of goods and services purchased, or to be purchased. Resolve issues between contract terms and invoices; assist end users in contract management. Monitors existing statewide master contracts and required internal resources prior to obtaining goods or services from alternate acquisition methods or resources.
  • Conducts analysis of purchasing/expenditure activities for compliance with applicable law and procedures, and financial reporting. Researches professional journals, regulations, and other sources for market trends and delivery trends, improvements, and compliance.
  • Assists in training staff to ensure the responsibilities, authorities, and accountability of division subordinates are defined and understood; Review work as necessary to ensure the same.
  • Reviews files for proper location placement; review completeness before sending to records management.
  • Assists in monitoring on-site stockroom to ensure supplies are available for recurrent general use of staff in immediate location.
  • Represents the Division or Agency in local conferences and meetings. Some travel is required that includes single day as well as overnight stay.
  • Performs all other duties not specifically described herein as assigned by management.
Minimum Qualifications:

Bachelor’s degree (B. A.) or equivalent; or four to six years related experience and/or training; or equivalent combination of education and experience. Certified Public Procurement Buyer (CPPB) certification, WV Advanced Purchasing Certification, Certified Public Procurement Officer (CPPO), or NIGP Certified Procurement Professional preferred.

Required Knowledge, Skills, and Abilities:
  • Knowledge of West Virginia State Purchasing rules and regulations.
  • Knowledge of accepted practices, principles, methods, and procedures of purchasing including the preparation of specifications, contracting, and bid processing.
  • Ability to plan, organize, and direct large scale purchasing operations.
  • Ability to negotiate effectively with others and arrive at a satisfactory solution to a problem for all parties involved.
  • Ability to communicate effectively with others both verbally and in writing.
  • Ability to evaluate and analyze procedural problems, formulate alternative solutions, and make the appropriate changes.
  • Ability to interpret market prices and trends and to apply such interpretations to procurement problems.
  • Ability to establish and maintain effective working relationships with agency officials, vendors, and the general public.

Purchasing Agent

Nature of Work:

Under general supervision, this position serves as an agent for the procurement of routine goods and services for the State Treasurer’s Office (STO). This position maximizes efficiency of the Office in procuring the highest quality goods and services in a timely manner in accordance with purchasing rules, regulations, and procedures. The Director provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additionally, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Director assures that the work is technically accurate and in compliance with instructions or established procedures.

Job Duties:
  • Reviews purchase requisitions and determines if required merchandise or service is contracted (i.e. via statewide contracts, STO agency contract or other state agency contracts), or if manufacturer or distributer/reseller bids must be solicited.
  • Obtain all necessary product information from requester including size, quantity, color, and delivery requirement in order to accurately complete the requisition and specifications in a manner to foster competition and issuance of a written purchase order upon approval.
  • Collects bids, as required, and screens to determine the most cost-efficient response meeting the requirements of the requisition; ensure all compliance verifications have been met before issuing an award or purchase order.
  • Composes purchase orders and change orders, corrects any ambiguities in orders and adds needed information for clarity and completeness.
  • Records order and purchase requisition number and delivery data and retains for use in billing and order verification.
  • Communicate with vendors to confirm shipping channels and delivery costs.
  • Oversee orders to assure that they meet the contract agreement and arrives in good condition and in a reasonable amount of time and/or as specified per ordering agreement.
  • Assists in preparing documentation and/or assists in maintaining inventory control / asset tracking system from initial purchase through disposal, assists in performing quarterly and annual reviews.
  • Prepares correspondence, memoranda, and reports.
  • Utilizes Purchase Card as a means to help streamline the purchase process and coordinates the subsequent cardholder payment and card reconciliation process.
  • Maintains procurement records for audit purposes in compliance with STO record retention schedules.
  • Maintains conformity with the statutes of the State rules and regulations of the State related to procurement and/or payment process.
  • Attends annual training, or more frequently as required, hosted by the State Purchasing Division, the State Auditor’s Office, as well as other entities, including STO provided training opportunities.
  • May represent the Division/Agency in local conferences and meetings.  Single and/or multi-day travel with overnight stays may be required.
Minimum Qualifications:

Bachelor’s degree (B.A.) or equivalent preferred; or one to two years related experience of training; preference of experience and training in public procurement environment is desirable; or equivalent of education and experience. WV Basic Purchasing Certification and Certified Public Procurement Buyer (CPPB) certifications preferred.

Administrative Specialist

Nature of Work:

Under general supervision, this position serves as the Travel Coordinator for the STO. This position assists with arranging travel for STO staff and assists with travel reimbursement in the wvOASIS travel system. The Administrative Specialist provides support to the Assistant Treasurer of Administration, the Director of Administration, and the Senior Administrative Specialist as needed. The Director provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Director assures that the work is technically accurate and in compliance with instructions or established procedures.

Job Duties:
  • Assists STO staff with registering and paying for conferences, booking hotel reservations and flight arrangements.
  • Provides assistance to STO staff when submitting for travel reimbursement.
  • Serves as the Travel Coordinator in wvOASIS travel system; reviews submitted documents for errors before approving to the next level.
  • Assists the Assistant Treasurer and the Director of Administration with preparing various reports and projects as needed.
  • Serves as the main backup to the Senior Administrative Assistant in carrying out Accounts Payable and Office Manager duties.
Minimum Qualifications:

Bachelor’s degree (B.A.) or equivalent required; one year to two years related experience and/or training; or equivalent combination of education and experience. State government experience not required but preferred.

Required Knowledge, Skills, and Abilities:
  • Ability to interpret the state of West Virginia Travel Regulations issued in accordance with the West Virginia Code.
  • Ability to maintain records and to prepare reports.
  • Ability to use a personal computer in a Windows network environment using the following applications: wvOASIS (Financial), wvOASIS (Travel System), wvOASIS (UKG).
  • Ability to gather and compile data for use in financial reports.
  • Ability to establish and maintain effective working relationships with others.
  • Ability to converse in a professional manner and provide excellent customer service.
