State Agencies

The West Virginia Treasury’s Banking Services Division manages the state’s operating fund and processes all state receipts and disbursements. Additionally, it’s our responsibility to make sure state agencies (spending units) have the resources needed to properly collect revenue or handle cash. The Board of Treasury Investments was created by the Legislature to manage the short-term funds of the State of West Virginia. State Agencies and Political Subdivisions can invest in the West Virginia Money Market Pool, the West Virginia Government Money Market Pool, or the West Virginia Short Term Bond Pool.

Electronic Funds Transfer
The West Virginia State Treasurer’s Office facilitates the electronic transfer of funds (EFTs) to and from bank accounts via the Federal Reserve’s Automated Clearing House (ACH).

The West Virginia State Treasurer’s Office provides state agencies and local governments the ability to invest funds with other pooled participants through the West Virginia Board of Treasury Investments.

Safekeeping
The West Virginia State Treasurer is, by law, the custodian of all securities belonging to the State of West Virginia. These securities include cash, checks, notes, and certificates of deposit. In particular, various state agencies are required to send securities to the State Treasurer’s Office for deposit into the Treasurer’s Safekeeping Fund.

State Contracts
State Spending Units needing to process and settle credit and/or debit charge cards (VISA, MasterCard, Discover, & American Express) and gift cards at Point-of-Sale Terminals or over the Internet, are authorized, and in most cases required, to use contracts in place by the Treasurer's Office.
