The West Virginia College and Jumpstart Savings Programs Board of Trustees consist of 11 members who oversee the SMART529 Education Savings Program and the Jumpstart Savings Program. By virtue of their positions, ex officio board members include the State Treasurer (Board Chairperson), the State Superintendent of Schools, the Higher Education Policy Commission Chancellor and a representative of the Council for Community and Technical College Education. Seven additional members are appointed by the Governor, with the advice and consent of the Senate which must include three private citizens with knowledge, skill, and experience in a financial field; two private citizens with knowledge skill, and experience in trade occupations or businesses; and two members representing the interests of private institutions of higher education.
