Participant Accounting

For State Agencies

The West Virginia State Treasurer’s Office provides state spending units/agencies and local governments the ability to invest funds through the West Virginia Board of Treasury Investments.  Both local government and state spending unit funds are pooled with the funds of other participants, and invested in either the WV Money Market Pool, the WV Government Money Market Pool, or the WV Short Term Bond Pool.

For a description of each pool, the investment policy, and comparative rates of return, please visit the WV Board of Treasury Investments web page.

Opening an Investment Account
  • The first step is to verify there is a statutory authorization allowing the investment of funds and retention of earnings.  An investment account cannot be established without state code authorization.
  • Next, complete and submit the State Agency Account Request Form and Online Investment Account System (iPAS) Application.
    • The first page of the application is used to request the account.
    • The second page is used to request online access once the account is approved by the State Treasurer’s Office.
  • The application will be reviewed by the State Treasurer’s Office and the agency will be notified if the account is approved.
  • An account number will be assigned after the first contribution to the account is processed.
