WV Go-Pay

State Code requires all political subdivisions in West Virginia to offer the ability for their customers to pay online. This law applies to all payments accepted by the political subdivision - §12-3A-6.

WV Go-Pay is a simple and affordable payment solution offered by the West Virginia State Treasurer’s Office to help political subdivisions facilitate the acceptance of online and in-person payments.

Low to No-Cost to Political Subdivision

  • Political subdivisions may charge customers a service fee at the time of the transaction to offset the cost of processing credit card transactions
  • Processing rates will be dependent on whether you choose the Managed Service Fee or State Agency Rate

    2.35-2.75% to be determined by entities card mix and volume
    1.70% + $0.15 per transaction for Visa®, MC, and Discover®
    Free to process for both customers and political subdivisions
    Fee charged to customer a check-out
    2.25% + $0.05 per transaction for Amex®
    Covers all costs except for devices and chargebacks
    Other possible fees include gateway, tokenization, terminal yearly fees, chargeback fees, device rental or purchase
    There will be a $15 fee for returned ACH payments
    No monthly invoices
    Monthly invoicing

Additional Payment Requirement Information

 

  • Businesses are not required to use the WV Go-Pay System
  • Online ACH processing meets the online payment requirement; credit card processing is not required
  • Online payments must be a payment option, but businesses may still accept other payment methods
