Heather Beck, Cash Accounting Supervisor

Heather began working in the Banking Services Division of the West Virginia State Treasurer’s office as an accountant in February 2018. She started in the banking business in 2005 working in both banks and credit unions. Heather was promoted to Cash Accounting Supervisor in November of 2023. She currently oversees six Cash Accountants and works closely with agencies on their banking needs.

Jeff Bloch, Vice-President for Government Relations

U.S. Bank

Jeff Bloch is Vice-President for Government Relations at U.S. Bank where he helps lead the efforts to proactively identify, monitor, analyze, and advocate for the bank in connection with emerging regulatory issues and trends, primarily in the area of consumer financial services. These efforts include drafting comment letters in response to regulatory proposals and representing U.S. Bank in meetings with regulators, including the Consumer Financial Protection Bureau, the Office of the Comptroller of the Currency, and others.

Prior to joining U.S. Bank, Jeff was with the Consumer Bankers Association, the Credit Union National Association, and the Federal Deposit Insurance Corporation. Jeff is a former Chair of the American Bar Association’s Access to Services Subcommittee. He has also served on the Montgomery County, Maryland Advisory Committee on Consumer Protection, and the U.S. Treasury Department’s Bank Secrecy Act Advisory Group.

Jeff holds a BSBA in Finance from Boston University and a law degree from Duke University.

Michael Bodnar

Michael Bodnar is a highly motivated and results-driven professional with a proven track record of success in Enterprise Payments. With twenty-two years of experience in Merchant Services, Michael has demonstrated a strong ability to articulate all of the impacts security guidelines have to end-users. He is a strategic thinker with a keen eye for detail, able to effectively analyze complex problems and develop creative solutions. As a strong communicator, he is able to build and maintain positive relationships with clients, colleagues, and stakeholders. Throughout his career, Michael has consistently delivered exceptional results, exceeding expectations and driving growth for his organization. He is a dedicated professional who is committed to continuous learning and improvement, always seeking new opportunities to expand his knowledge and skills. Michael holds a degree in Corporate Financial Management, and is always looking for new ways to enhance his expertise and stay ahead of industry trends. He is passionate about his family, and is actively involved in the Crohn’s and Colitis Foundation of America and Co-Chair for Enterprise Payments Pelotonia at Huntington.

Shana Clay, CPA, Chief Operating Officer (COO) of the Banking Services Division

As Chief Operating Officer (COO) of the Banking Services Division, Shana oversees and manages the Banking Services Division by providing the financial and employee guidance for the collection, disbursement, and accounting of public funds. Prior to serving in her current role as COO, Shana was the Internal Auditor for the West Virginia Board of Treasury Investments. Shana began serving with the State of West Virginia in 2014 with the West Virginia Department of Education. Before her public service, Shana worked for a regional public accounting firm and specialized in tax accounting and governmental auditing. Shana is a Certified Public Accountant and earned her B.S. in Business Administration and Master in Professional Accountancy from West Virginia University.

Mike Comer, Assistant Treasurer of Records Management/Security

Mike has over 37 years of experience in the field of law-enforcement and industry security. Mike holds degrees from Parkersburg Community College and Marshall University in the fields of Criminal Justice and Law Enforcement Technology. His workplace experience includes 25 years as a trooper with the West Virginia State Police, rising to the rank of lieutenant. In one of his roles during his time in law enforcement, he served in a Federal Court security role as a Special Deputy U.S. Marshal. He was also employed by a private security firm under a Homeland Security contract to perform assessments and create original emergency crisis response teams for the Safe School Initiative for all K through 12 schools in West Virginia. He has provided personal security for three different state governors while being assigned to the West Virginia State Police Executive Detail at the Governor’s Mansion. For the last twelve years, Mike has served as security director for the Treasurer’s Office.

Rex Crouser, Assistant Treasurer of Information Technology/CIO

Rex Crouser is the Assistant Treasurer of Information Technology and the Chief Information Officer for the West Virginia State Treasurer’s Office. In 2021, he was inducted into the EC-Council’s inaugural Certified Ethical Hacker Hall of Fame. He has won numerous awards and competitions for ethical hacking, social engineering, and penetration testing. He currently serves as the President of the FBI’s InfraGard Members Alliance program for the state of West Virginia.

Brant Gibson, Director of EFT & Financial Services

Brant is an Accredited ACH Professional with more than 17 years of experience in electronic fund transfer. Prior to joining the Treasurer’s Office, he worked as ACH coordinator with the West Virginia State Auditor’s Office and as the ACH coordinator with Star USA Federal Credit Union. He is a graduate of West Virginia Wesleyan with a Bachelor of Science in Business Management

Katie Gibson, Cash Accounting Director

Katie started her career in state government in 1999 with the Division of Natural Resources, she began working for the West Virginia State Treasurer’s Office in 2014 as an accountant. She was promoted to the position of Cash Accounting supervisor in January 2018 and then to Director in 2023, one of her primary roles is working with State agencies on all their cash handling needs. She also serves as the the CMIA Coordinator for the state of West Virginia.

Carmen Hanna, Accountant

Carmen joined the State Treasurer’s Office in 2017 with nearly a decade of banking experience gained from her previous professional roles with banks and credit unions. In her current role as an accountant, she is primarily responsible for processing stop payments, forgery requests, cash receipt approvals, monthly reconciliations, and various other cash accounting functions. Carmen also serves as a liaison between the Treasurer’s Office, banks, and state agencies, working to resolve complex issues efficiently and effectively.

Julie A. Hefner-Ferrell, Executive Director of Banking Services

Julie serves as the Executive Director of the State Treasurer’s Banking Services Division. She graduated with a Bachelor of Arts from West Virginia Wesleyan College and a Bachelor of Science from West Virginia State University. Julie began working in state government as a Community Development Specialist for the West Virginia Aeronautics Commission in 2005 where she managed the legislative grant monies for West Virginia public airports and the Civil Air Patrol. She began working for the Cash Management Division of the West Virginia Treasurer’s Office in 2007. She also has experience in operations and sourcing in the private industry working as Manager over the Order Management Division for Acterna Corporation, a communications test and measurement technology company in Germantown, Maryland.

Malissa Hohmann, CPA, Director of Payroll

An eighteen-year employee with the state of West Virginia, Malissa’s career began in the Unclaimed Property Compliance area with the West Virginia State Treasurer’s Office. Within less than a year, she was promoted to the Director of Internal Audit. In 2014, she accepted the position as Senior Finance Manager with the Enterprise Resource Planning Board where she worked on financial accounts receivable, testing, training, and working with applicable departments for the rollout of new system in May 2015. Also, her duties extended to the HRM Payroll application three waves rollout. In 2017, she transferred and assumed the role of Director of Payroll with the West Virginia State Auditor’s Office. This includes overseeing the weekly tax payments, biweekly payroll processing, federal quarterly 941 and reciprocal state filings, and annual W-2 and 1095-C ACA filings for the 36,000 plus statewide employees. Also, duties include addressing and providing system solutions for the time and leave system. Frequent coordination with central processing units, such as the Enterprise Readiness Planning Board, State Budget Office, Division of Personnel, Higher Education Central Office, Consolidated Public Retirement Board as necessary in daily functions to provide the best possible service to all departments utilizing the HRM Payroll system. Malissa graduated from Fairmont State University and was an internal bank auditor with various West Virginia bank holding companies.

Kylee Martinez, Accountant

Kylee works in the Banking Services Division of the West Virginia State Treasurer’s Office as an accountant. Kylee started her career in banking in 2015, assuming multiple positions before beginning with the State Treasurer’s Office in March of this year. At the Treasurer’s Office, she reconciles state bank accounts and works closely with the state agencies assisting them with their outside bank account needs.

Ryan Mink, CPA

Suttle & Stalnaker, PLLC

Ryan is a partner with Suttle & Stalnaker, PLLC who works remotely from his home in Logan, West Virginia, and coordinates with clients all over the state with concentrations in Morgantown, and Huntington. Ryan is a Graduate of Lee University in Cleveland, Tennessee with degrees in Accounting and Business Administration. Over the years Ryan has worked with governmental agencies, cities, counties, not-for-profits, construction companies, employee benefit plans, airports, and digital asset companies. Ryan is an experienced presenter having given multiple presentations for the West Virginia Society of CPAs, Huntington Estate Planning Council, Charleston Estate Planning Council, North Central West Virginia Estate Planning Council, West Virginia Association of School Business Officials, and other organizations. Ryan is a graduate of Leadership Kanawha Valley and Leadership Monongalia. He is also the 2020 recipient of the West Virginia Society of CPAs Young CPA of the Year award. Ryan serves on the board for his former church in Morgantown and the Logan County Housing Authority.

Bill Nevin, Public Address Announcer for WVU Athletics

Bill Nevin is the longtime public address announcer for WVU Athletics, including football and men’s basketball. He is also the voice of the Pride of West Virginia, the Mountaineer Marching Band. For over two decades, Bill has been part of the gameday experience for fans cheering on the Mountaineers. Along with announcing, he heads up the communications and donor engagement unit of the WVU Foundation and teaches voice performance classes for the College of Creative Arts and Media. In 2019, Bill was named the Bob Shepherd College Public Address Announcer of the Year.

Courtney Pack, CCB Associate II and Assistant Vice President

Truist Bank

Courtney Pack is a CCB Associate II and Assistant Vice President at Truist based in Charleston, West Virginia. She has over 12 years of experience in the banking industry, with a focus in local, state, and federal government relationship management. She also has an extensive background in merchant services and supports many state entities with their credit card acceptance.

Angela Price

wvOASIS

Angela Price is a member of the wvOASIS Finance Team. Prior to joining wvOASIS, she worked in state government as the Accounts Payable Manager at the West Virginia Tax Department and as the Procurement Officer at the West Virginia Attorney General’s Office. While at wvOASIS her main areas of focus have been Accounts Receivable, Cost Allocations, Financial Statements, and the financial aspects of Payroll. She has previous experience working in the private sector in the healthcare industry. She graduated from West Virginia State University with a bachelor’s degree in business administration with a concentration in accounting.

Terry Triplett, Director of Merchant Services

Terry took over the role of Director of Merchant Services in January 2017, after three years as an E-Commerce Specialist for the Treasurer’s Office. Before that, Terry was an accountant for the Treasurer’s Office. Terry has extensive knowledge of the credit card payment process and the payment card industry’s rules and regulations. He works closely with state agencies to help set up payment methods that benefit both the agency and its customers. Terry holds a Bachelor of Science in Finance and an MBA from West Virginia University.

Maegan Trout, Director of Unclaimed Property Operations

Maegan has been with the West Virginia State Treasurer’s Office since 2009, primarily working in the Receipts Group of the Unclaimed Property Division. She has progressed from receipts specialist to her current role as Director of Operations for Unclaimed Property. Maegan holds a certification in public management from West Virginia State. She is also a charter member of the National Association of Unclaimed Property Administrators’ virtual currency working group.
