Presenter Biographies:

Roxanne Clay, WVABLE Director
Office of the State Treasurer

Roxanne is the Director of WVABLE, a program administered by the West Virginia State Treasurer’s Office. Prior to joining the Treasurer’s Office, Roxanne worked for the WV Board of Examiners in Counseling for 12 years, where she was the Executive Director for the last three years. Before the Counseling Board, Roxanne was the Director of Psychometric Services for Process Strategies, Inc., Highland Behavioral Health. She earned a bachelor’s degree in Psychology from West Virginia State University and a master’s degree in Leadership Studies with coursework emphasis in Professional Counseling from Marshall University.

Thomas Hatch, Operations Manager
Ohio STABLE

Thomas is the Operations Manager for STABLE Account, the nation’s largest and most used ABLE program. He has a B.A. in Economics and M.S. in Business Administration, both from San Diego State University. He began his career as a personal financial planner, but later moved to Ohio and transitioned to higher education where he spent seventeen years administering financial programs for The Ohio State University. Thomas joined Ohio’s Treasurer Office in August 2017 to assist with the rapid expansion of the STABLE Account program. Thomas and the STABLE team have been busy traveling across the country talking to families, disability organizations, service providers, other states, government agencies, and corporations about STABLE Accounts.

Josh Juckett, Work Financial Wellness Consultant
BB&T now Truist

Josh has been with BB&T, now Truist, for 11 years and with the BB&T@Work financial wellness program since 2015. Josh is a graduate of Georgetown College, where he got a bachelor’s degree in History and Communication, and Eastern Kentucky University, where he received his master’s degree in History.

Jennifer Tenney
WVU Center for Excellence in Disabilities (CED)

Jennifer has served in the field of employment for people with disabilities for over 16 years. She is currently the Employment Area of Emphasis Coordinator and Primary Investigator of the Social Security funded Work Incentives, Planning and Assistance (WIPA) Grant at West Virginia University’s Center for Excellence in Disabilities. Jennifer also supervises the Community Rehabilitation Program through the WV Division of Rehabilitation Services. She is considered a subject matter expert in the area of working while receiving federal Social Security benefits. She received her undergraduate degree from West Virginia University and earned her Master’s Degree from the University of Massachusetts Lowell.

Steve Wiseman, Executive Director
West Virginia Developmental Disabilities Council

Steve has served as the Executive Director of the WV Developmental Disabilities Council for the past 21 years. His prior positions include Director of the WV Division of Developmental Disabilities Services; Director of WV’s Deinstitutionalization and Community Services Development Project – The “Medley Project”; and Superintendent, Director of Adult Services, and Home-Based Training Consultant for a county Board of MR/DD Services in Ohio. As part of his responsibilities as the DD Council Executive Director, he has served on numerous commissions, boards, councils, and other groups focused on the development of quality community-based services for people with developmental and other disabilities. He is currently the Chair of the WV Olmstead Council and the State Monitoring Committee for Transitional Group Facilities. He has served as a consultant for the Federal Administration on Developmental Disabilities and for DD Councils in other states several times. Steve also lectures in university and other settings on issues that affect people with disabilities and other people who are devalued by society. He has led several training teams in West Virginia, Massachusetts, and Ontario, Canada in the evaluation of human service programs.

Travis Kline, MBA, Director of Operations and Business Development
Job Squad, Inc.

Travis has worked for Job Squad, Inc. for over 10 years. He is a graduate of both West Virginia University and Fairmont State University earing a BS in Psychology and a Master’s in Business Administration. Travis has worked with individuals with disabilities for over 15 years and has significant experience advocating for people with disabilities to obtain competitive and gainful employment throughout West Virginia.

Anna M. Price, Esquire
Jenkins Fenstermaker, PLLC

Anna focuses her practice in the areas of simple and complex estate planning, estate administration, tax, corporations, and probate litigation. Working with a variety of clients, Anna has developed the skillset and relationships to plan for and administer estates of all levels. Anna received her Bachelor of Arts degree in elementary and special education from Marshall University in 2007. She then went on to graduate from West Virginia University College of Law in 2010. She began her legal career with Huddleston Bolen LLP and Anspach Meeks Ellenberger LLP, but in July 2016, Anna began putting her knowledge of West Virginia estate planning to work for Jenkins Fenstermaker, PLLC. In 2018, Anna’s excellence as a top-rated estate planning lawyer in WV brought her national recognition in Super Lawyers® as a Rising Star in 2018, 2019, and 2020.

Rebecca Stone, M.A.
Luke Stone IllumiNATION Fund

Rebecca is a 2006 graduate from Marshall University with a master’s degree in Clinical Psychology. She is a licensed psychologist in the state of West Virginia and has worked in the mental health profession for 15 years in southern West Virginia. She is an active governor appointed member of the West Virginia Developmental Disability Council, serves on the advisory board of WVABLE and is a founding board member of the Luke Stone Illumination Fund.

Christy Black, Parent/Advocacy Specialist
West Virginia Developmental Disability Council

Among many of Christy’s job duties with the Developmental Disability Council, she is the Partners in Policymaking Coordinator. She is also responsible for advocating for people with developmental disabilities and effecting systems change in federal and state policy so that people with developmental disabilities receive the services, supports and other forms of assistance they need to live in their own homes and be active members of their community. Christy is also the mother of two daughters, Gracie and Avery. Her daughter Gracie happens to have a developmental disability.

Steve Slack, Parent/Advocate
National Down Syndrome Society

Steve is a member of the WVABLE Advisory Committee. A parent advocate, he has been recognized for his disability advocacy work by being presented the Champion of Change Award by the National Down Syndrome Society in 2018 and a commendation from Governor Jim Justice in 2019. Steve trains police officers throughout the country on how to engage people with disabilities. He is a member of the development team for the Country Roads Program at West Virginia University, the state’s first non-degree college program for students with intellectual disability. A published columnist on disability issues, he serves on the board of the Applied Behavior Learning Center and as both a DS Ambassador and an Inclusive Education Task Force member for the National Down Syndrome Society

Cindy Brockman, WVABLE Account Owner/President
People First of the Eastern Panhandle in West Virginia

With assistance from Ann Ramos, a Rehabilitation Counselor with the West Virginia Division of Rehabilitation Services, Cindy opened her WVABLE account in February of 2018 at the inception of the program. In 2015 she earned her Bachelor of Science degree in Recreation and Leisure Studies, with a concentration in Sports Marketing, from Shephard University. WVDRS was instrumental in helping Cindy obtain on-the-job experience which allowed her to transition into the workforce. She is currently employed with Manpower, a contractor for Proctor and Gamble (P&G), where she sees each day as an entry level packer as a new and exciting experience. In July Cindy received a certificate of excellence from the Arc Pathways 2020 virtual summer program. Cindy is grateful for opportunities like the Arc Pathways program, which provides training for people with disabilities to help them find employment.
